After 2010 and even more in the second term of the Orbán government with two-thirds majority, the apparatus of the ministries changed, significant changes in the personnel took place.
At the same time, no other ministry was affected by replacements to such an extent as the ministry of foreign affairs. Eighty percent of its staff changed, its internal structure became simplified and, due to the narrowing room for manoeuvre of the Hungarian government, the aspects of administration of the bilateral relationships that were so important earlier were classified to the background.
Probably we are not wrong when we say: the ministry of foreign affairs reached the zenith of its efficient operation after Viktor Orbán's defeat in 2002. The bilateral relationships became suddenly released from the nationalist-isolationist burdens of the 1998-2002 period, felt at that time already, and owing to the EU accession in 2004, the presence of Hungary in international life was spectacularly upvalued. The number of the employees in the ministry amounted to over 2200 persons, reaching its earlier maximum and the confidence of the allies seemed to remain unbroken, similarly to the commitment of the government to integration. This was reflected in the budget of the ministry as well, which reached 68 billion per year by that time.
